Martyn's Law places premises in two tiers. Your PROVA assessment works out which applies to each site from your answers.
Standard Tier
Applies to premises where 200 to 799 people may be present at once. You complete the Reasonably Practicable Test in PROVA, put the recommended procedures and mitigations in place, and keep your evidence and training up to date. Everything happens in the app.
Enhanced Tier
Applies to premises where 800 or more people may be present at once, where your assessment also shows a moderate or higher terrorism risk. Enhanced Tier requires an in-person vulnerability assessment by a PROVA assessor, followed by additional measures. When a site qualifies, PROVA tells you at the end of the assessment and shows the "Request Enhanced Tier Assessment" option on the site dashboard.
Schools and places of worship
Schools and places of worship stay on the Standard Tier whatever their capacity. Even if you expect more than 800 people, PROVA will not recommend an Enhanced Tier assessment for these premises, and the Standard Tier outcome is your final result.
Counting your capacity
The tier depends on the number of people, including staff, it is reasonable to expect on the premises at the same time, at your busiest. See "Answering the capacity question" for how to count this.
If you think your site is in the wrong tier
Check the capacity and premises type answers in your assessment first, as those decide the tier. If they're right and you still disagree, contact us and we'll review it with you.
